Permit guide
Do you need a permit to build a deck in Carroll County, GA?
Almost always, yes. Unincorporated Carroll County does not list decks among its permit exemptions, and each city in the county runs its own building office. If you live in an HOA or POA, you need its approval too, and that often comes first. Where we could not find a written rule, this guide says to call the office.

Who issues the permit depends on the address
There is no single deck permit for west Georgia. The office that signs yours depends on whether the lot sits in unincorporated Carroll County or inside a city, and that line is the first thing to check.
In unincorporated Carroll County, Community Development handles building permits and inspections. The county code says a permit is required to "construct, enlarge, alter, repair, move, demolish, or change the occupancy" of a building or structure (Sec. 18-14 and Sec. 18-15). The list of things that do not need a permit in Sec. 18-15 names small one-story sheds, fences up to 6 feet, low retaining walls, some sidewalks and driveways, painting and finish work, swings and awnings. Decks are not on that list. The county's Accessory Building Packet names decks among the structures it covers.
Inside a city, the city decides. Villa Rica sits in both Carroll and Douglas counties. Its permit packet accepts septic approval from either county's Environmental Health office, and its commercial rules name both county fire marshals, so inside the city limits the city building department handles the permit on either side of the county line. The county offices come in for septic and commercial fire.

Place by place
Here is what the codes and city pages say for each place we work in. Where a row says we found no deck-specific rule, the answer is a phone call. Municipal codes change, so confirm with the office before you pour a footing.
| Place | Who handles it | What the written rules say | What to do |
|---|---|---|---|
| Unincorporated Carroll County | Community Development | Permit required to construct or alter a structure. Decks are not on the exempt list. | Apply before building. Septic approval is needed if the home is on septic. |
| Carrollton | City licenses and permits | The unified development ordinance sets setbacks, listing rear yards at 20 feet and sides at 5 to 15 feet depending on the district, and requires a certificate of occupancy before a newly built building is used. We did not find a deck-specific permit threshold. | Call the building office and ask about your exact deck. |
| Villa Rica | Building Department | Permits are required for new structural work, and additions and remodeling usually require one. A deck attached to the house may extend no more than 10 feet into a minimum front or rear yard. | Submit the residential permit packet. Plan review can take thirty business days. |
| Temple | City Hall, with inspections through the county | The zoning code treats a deck or patio as a customary accessory use. R-2 setbacks are 15 feet on the side and 25 feet at the rear. No permit threshold found. | Call City Hall. |
| Bowdon | City Clerk | A deck attached to the dwelling may extend at most 10 feet into the minimum front or rear yard (zoning ordinance). No deck permit threshold found. | Call the City Clerk. |
| Whitesburg | Building inspector, enforced through a county official | Zoning Sec. 32-558: no building or structure may be "located, erected, moved, added to, or structurally altered without a building permit." Unenclosed, uncovered porches and platforms no higher than the first floor may project into the required setback area if the projection is less than 6 feet. | Call the town office before you build. |
| Mount Zion | Carroll County | City code Sec. 8-41 says the county is responsible for all permitting and inspection in the city. | Apply through Carroll County Community Development. |
| Bremen | City building office | Sec. 102-1 requires a building permit unless the combined labor and material cost falls under a threshold set in the code. Sec. 102-3 adopts the Georgia State Minimum Standard Codes. | Read Sec. 102-1 or call the office. |
| Haralson County | County building office | Zoning Sec. 50-228 makes it unlawful to start construction before all permits are issued. Exterior appurtenances need a sketch with square footage and distance from the property line, plus the septic permit or sewer approval (Sec. 10-183). | Bring the sketch and septic paperwork. |
| Tallapoosa | City | Sec. 18-5 applies the building permit and inspection to "the construction or repair of load bearing elements (such as a deck, porch, detached or attached garage, storage shed, etc.)." | Get the permit first. |
| Heard County | County building inspector | Sec. 8-4: no building or structure may be "located, erected, moved, added to, or structurally altered without a building permit issued by the building inspector." No deck-specific text found. | Call the office. |
What triggers a permit
The codes above share one idea. Building, adding to, or structurally changing something needs a permit. Painting and finish work does not, and the county code says so by name. That leaves a lot of deck work on the permit side of the line.
- A new deck. Attached or freestanding, it is a new structure.
- An addition or rebuild. Replacing framing, posts or stairs is structural work, even if the footprint stays the same, and the codes above cover structural alteration.
- Anything near a property line. Tallapoosa's code calls this out directly, and setbacks apply almost everywhere.
- Work on a septic lot. Carroll and Haralson counties both ask for septic information with the application.
Replacing worn boards on an existing frame is the gray area. Some offices treat it as repair, some do not, and the codes we read do not settle it. Ask before you start.
Inspections you should expect
Carroll County's inspection list in Sec. 18-16 gives a good picture of how it goes. There is a foundation inspection once the trenches are dug and the forms are up, a frame inspection once the framing, fireblocking and bracing are in place, and a final inspection when the job is done. The permit card gets posted where the inspector can see it. Haralson County lists the same three stages in Sec. 10-217.
The frame inspection is the one that catches problems. Once the deck boards go down, nobody can see the connections to the ledger, the post bases or the joist hangers. Build the frame, call the inspection, and cover it only after it passes.

Call times matter. Carroll County asks you to request an inspection before 4:30 pm the evening before, and Villa Rica asks for a call before 4:00 pm the day before. Villa Rica asks you to allow three business days for a certificate of occupancy.
What building code Georgia uses
The Georgia Department of Community Affairs lists the International Residential Code, 2024 edition, with Georgia amendments among the current mandatory state minimum codes. The amendment packet includes Georgia changes to the exterior deck figures in chapter R507 (DCA amendment packet).
The same packet deletes the code's own Chapter 1, Scope and Administration, and leaves administration to local governments. That is why permit rules differ from one town to the next while the structural rules for the deck itself stay the same. We do not quote span tables or footing sizes here. Your building office applies them to your site, and they depend on the load, the height and the soil.
The HOA and POA step
A government permit does not replace your association's approval. Two west Georgia communities show how it works.
Fairfield Plantation requires Property Compliance Committee approval for an attached deck, porch or patio addition, for replacing an existing deck, and for docks and seawalls (Rules and Regulations sections 3.2.2.1 and 3.5.1.3). Replacing or refinishing decking under 50 square feet does not need it. The application wants a plat at a scale no smaller than 1 inch to 40 feet, a materials list with dimensions, and a timeline. The committee has thirty days after it has everything, the permit is valid for six months, and the recorded written vote is what binds. Golf lots follow the same process, and contractors have posted work hours.
Mirror Lake's architectural request form asks for a description, materials, a dimensioned site plan, and a stamped set of plans, drawings and surveys. Review can take up to thirty days, though most requests are processed in a week to fourteen days. Docks and fences are named, and the association may fine work started before approval. Mirror Lake spans Villa Rica, Douglas County and Carroll County, so the city or county permit depends on which side your lot sits.
Villa Rica's permit packet also asks for an HOA approval letter if one applies. Start the association request first, because its timeline is often the longest.
When to call a pro
Permits and inspections are one of the things that move the price of a deck; what drives the cost of a deck covers the rest. You can do the paperwork yourself. Villa Rica lets a homeowner sign an affidavit and pull permits in their own name when acting as general contractor on their primary residence. Otherwise only Georgia licensed contractors can. A lot of homeowners decide the drawings, setbacks, footings and inspection calls are better handled by someone who does them every week.
Call a builder when the deck is elevated, when it sits near a lake, a property line or a septic field, when an association has to approve it, or when you are not sure what the existing frame will carry. Ambrose has more than 17 years in the trade and builds decks and docks around Fairfield Plantation, Lake Carroll, West Point Lake and the rest of the area. Look at our deck work, or if the project is on the water, docks, West Point Lake, Lake Carroll and seawalls.
Questions people ask
Do I need a permit to replace deck boards?
The codes we read do not say. Carroll County exempts painting and finish work but not repairs in general. Call the building office and describe the job, and ask for the answer by email.
Does Carrollton require a deck permit?
We could not find a written threshold for decks in Carrollton. The city's unified development ordinance sets setbacks and requires a certificate of occupancy for new construction. Call the building office.
Does the Douglas County side of Villa Rica use different rules?
No. Inside the city limits the same city building department handles the permit on either side of the county line. The county offices come in for septic and commercial fire.
Can an HOA say no after the county says yes?
Yes. They are separate approvals. Fairfield Plantation's written rules say only the recorded vote of its committee binds, so get that in writing before you build.
What happens if I build without a permit?
Fairfield Plantation and Mirror Lake both say they may fine work done before approval. Amounts vary by office, so we are not quoting any.
